Holmen is a village of about 11,900 in La Crosse County, up US 53 from I-90 Exit 4, in what the county calls its primary growth corridor. It runs roughly seven miles north to south along Highways 53 and 35, and it's one of the faster growing communities in the state. From Eau Claire it's about 73 miles, an hour and forty-five minutes down Highway 93 and Highway 53.
The industrial ground is all on the north end. The North Holmen Industrial Area is just over 100 acres with about 81 of them developable, zoned light industrial, half a mile from four-lane Highway 53 and ten miles from I-90, with village water and sewer mains, gas along Granary Street and power on site. Kwik Trip, XeteX, Dairyland and Holmen Cheese are already in the North Holmen park, and around 60 percent of that land is still open. Bluffview, Hawkeye and McGilvray are the other three parks up there, and all of them were certified shovel-ready in December 2025 after checks on soil, utilities, zoning and ownership.
The other lots that matter belong to the village and the school district. The Municipal Center is here, and the district runs Holmen High School on McHugh Road with about 1,200 students, a middle school and four elementary schools. In April 2026 voters passed an operational referendum for programming, safety and maintenance, and it explicitly does not fund new buildings, which puts the money on the buildings and grounds already there.

La Crosse County is in the Driftless Area, never glaciated, with the bedrock near the surface and loess over much of it. Star Hill, the bluff behind the village with the lit star on it, is what that looks like from the road.

The sealable surface here splits between the north parks and the village and school lots in the middle. Sealer does its work on a lot that's still sound and does nothing for one that's failing from the base up. The order on any of these is repair, then crack fill, then seal, then stripe.
Holmen's lots run from brand new in the north parks to school pavement that's been in the ground for decades, and crack filling is the job that keeps the second group from turning into a paving job. Water in an open crack is what takes a base apart and the freeze does the rest. Wide cracks get routed out to a clean face and the rubber goes in hot so it bonds and stays flexible. On the newer lots it shows up at the joints and the edges first.
The plants on the north end move food and dairy product, which means trucks and tankers on the same aprons every day. Where a loaded truck sits or turns is where the base gives out first, and the pothole that shows up there is the symptom rather than the problem. Repairs in that traffic get cut back square, the base rebuilt to something that compacts, and hot mix rolled in flush. On the school and village lots the failures are older and shallower, and cutting them out still beats filling them.
The north parks went in with village water and sewer mains and the site checks that came with the shovel-ready certification, so the drainage in those lots is engineered and the structures in them are worth keeping right. A frame that settles takes the asphalt around it down with it, and the lot's low point moves somewhere nobody planned. Fixing it is the structure, a new collar and the asphalt keyed back in so water still runs to the grate. On the older village and school lots the same thing has been happening longer.
School lots are the striping question in Holmen: the high school on McHugh Road, the middle school and four elementary buildings, all running buses and parent drop-off at the same time of day. Bus loops, drop-off lanes and marked crossings get laid out for that, and the ADA stalls and access aisles go in at the federal dimensions on the shortest route to the doors. On the industrial side it's trailer stalls and truck routes through a yard. A restripe goes on after the sealer has cured.
Empire Stadium at the high school is home to Holmen football and track and field, with a turf playing surface and spectator seating, and tennis is played off campus at the Deerwood courts on Anderson Street and the Viking Elementary courts on Wall Street East. Work on a track or a court starts with what's under it and what the drainage does, and it happens in the summer.
Dock aprons at the plants in the north parks take tankers and trailers standing still, which is a point load rather than a rolling one and the reason an apron poured like a sidewalk fails early. Those aprons see the same trucks in the same places every day, so what goes in has to be built for repetition. Around the schools and the Municipal Center it's curb and gutter, walks, and curb ramps at the federal dimensions. Commercial pours go down at 4,500 PSI with tied rebar.
There are four business parks on the north end and around 60 percent of the North Holmen park is still open ground, so new lots are a live question here in a way they aren't in most of these towns. New ground gets built base first, graded, compacted and drained, because the base decides how long the surface lasts. The December 2025 shovel-ready certification covered soil, utilities, zoning and ownership, so a lot of what anybody needs to know about those sites is already documented. On the older village and school lots it's an overlay or a tear-out, depending on whether the base is still sound.
