Black River Falls is the seat of Jackson County, a city of about 3,600 sitting on Exits 115 and 116 of I-94, roughly 51 road miles southeast of Eau Claire. Highway 54 runs east from the interstate past the industrial park and the casino property, and that stretch carries most of the newer commercial surface in town. Three hotels sit at the Exit 116 interchange, and the retail the city lists off the interstate includes Black River Plaza, a Kwik Trip, an Arby's, an O'Reilly, a Theisen's and a Chrysler dealer. Jackson County, the school district and the hospital are named among the largest employers in town.

The industrial park off Highway 54 and the casino lots are the big flat surfaces here, and a big flat lot puts a lot of water into a few structures. A storm structure in a lot fails at the joint between the frame and the barrel, and by the time the asphalt around the grate is breaking up the frame has been moving for years. Fixing it means the structure itself, a new collar and the asphalt keyed back in at the pitch that carries water to it.
The casino property runs hotel, dining and event parking on one site, which means bus and RV stalls as well as cars, and the hospital and the county's buildings are public lots. Public lots mean ADA stalls and access aisles at the federal dimensions, on the shortest route to the doors, and fire lanes marked. A restripe over a sealed lot goes on after the sealer has cured, and the layout gets measured and chalked before any paint hits the ground.
Black River Falls High School on Pierce Street has about 500 students and runs track and tennis in the Coulee Conference, and Western Technical College has a regional location in town. What a district actually has on the ground, and what's under it, is worth looking at before a number goes on it. Track and court work happens in the summer, and every district in the conference is working with the same few weeks.
Dumpster pads behind the hotels and the retail off Exit 116, dock aprons in the industrial park, curb and gutter around the hospital campus. A dock apron carries a trailer's landing gear, which is a point load standing in one place for hours rather than a rolling one, and that's what breaks an apron poured like a sidewalk. Commercial pours go down at 4,500 PSI with tied rebar, and the asphalt around the pour gets keyed back in so the joint doesn't open the first winter.
The industrial park has 75.89 contiguous acres certified buildable, industrially zoned and rail served, with no wetlands and no floodplain on it, and the city has an open district for a second phase of the park. On new ground the base decides how long the surface lasts, so it gets graded, compacted and drained before any mix goes near it. On the lots that are already built the question is an overlay or a tear-out, and which one depends on whether the base under the old surface is still sound.
