Sparta is the seat of Monroe County and its largest city, about 10,000 people at Exit 25 on I-90, roughly 77 miles from Eau Claire. The state certifies 114.4 contiguous acres there with 94 developable, industrially zoned, with community stormwater retention on each parcel and no wetlands or floodplain. The city bought close to 200 acres for it after the east side park filled, and a health and wellness building is the newest lot going in at South Pointe.
The employers named for Sparta are Century Foods International, Northern Engraving on South Black River Street, Spartek, Mathews on River Road, McPherson Guitars and a U.S. Silica sand operation. Mayo Clinic Health System's hospital is downtown at 310 West Main Street, a critical access hospital with 25 beds and outpatient surgery, radiology and rehab, and the St. Clare Health Mission shares the building. Fort McCoy runs more than 1,400 training events a year with about 450 military and 2,500 civilian people working on post, and the city describes it as a significant part of its economy.

A lot of the sealable surface in Sparta is new. South Pointe's lots went in from 2018 on, and fresh asphalt has to cure and oxidize before sealer will bond to it, so a new building's lot is crack work and striping for its first year. The older side of town, the courthouse, the hospital lot on West Main and the plants along South Black River Street, is where sealer is doing what it's actually for. Either way the lot gets measured and the number is fixed before anything starts.
South Pointe went in with curb and gutter, and the joint where asphalt meets concrete curb is the first place a lot opens up, because the two move at different rates through a winter. The same thing happens at the gutter line and around any structure set in the pavement. Those get routed and filled hot so the rubber bonds to both faces instead of sitting on top of them. On the older lots downtown the cracks are out in the field of the pavement, and the wide ones get routed first.
The heavy traffic here is food and manufacturing plus a sand operation, and loaded trucks are what find the weak spot in a lot. A failed area in a drive lane gets saw cut back square to asphalt that's still sound, the base dug out and rebuilt, then hot mix laid and rolled flush. A patch over a soft base is back out of the ground the next spring. On a lot with retention plumbed into it, the repair also has to leave the grade running where it was designed to run.
South Pointe was built with community stormwater retention on each parcel, which means the structures in your lot are part of a system somebody permitted rather than just a hole where water goes. When a frame settles, the asphalt around it breaks up and the lot quits draining where it was supposed to. Fixing it is the structure, a new collar and the asphalt keyed back in at the right pitch, so the water still gets to the grate. On the older lots downtown the same failure shows up in structures that have been in the ground a lot longer.
The county courthouse, the hospital on West Main and the city's own lots are public, so the ADA stalls and access aisles go in at the federal dimensions and the fire lanes get marked. In South Pointe the striping is usually a first layout rather than a restripe, and a first layout is where you find out how many stalls the lot actually holds and how a delivery truck gets in and back out. Layouts get measured and chalked before paint.
Sparta High School on North Black River Street has about 850 students in the Mississippi Valley Conference, and Western Technical College runs a public safety training facility and an adult learning center in town. What surfaces the district has and what's under them is something to look at rather than assume, and it's the thing that decides whether a job is a repair or a rebuild. A district scope goes out with measured quantities on it so a board can read the same numbers you do.
South Pointe's second phase put curb and gutter through the park, and curb is what takes the first hit from a plow blade or a delivery truck cutting the corner. Replacing a run of it means tying the new concrete back to the asphalt so the joint doesn't open over the winter. Dock aprons at the plants and dumpster pads behind the downtown businesses are the other regular work, and both get sized for the truck rather than for what sits on them.
South Pointe has fully improved lots from 1.5 to 80 acres, with 94 of its certified 114.4 acres developable, and the East Side park is the older one that filled first. A new lot in a park gets built from the base up, graded, compacted and drained, because the base decides everything the surface does afterward. The South Pointe ground was farm field, scrub and woodland before it was a park, and that's the ground the base has to be built on.
