How concrete fails in a Wisconsin winter

Four things take concrete apart here, and each one goes after a different part of a property. A sidewalk panel sits on saturated ground or over a root. The water under it freezes, expands and lifts the panel. In spring the ground thaws and settles, and the panel does not go all the way back down with it, so what was flush in October is a lip in April. Then a plow blade catches that lip every storm for five months and breaks the leading edge off it. A curb takes the plow head on. The blade rides up the gutter, catches the curb face and takes the nose off in chunks. Salted slush sits in the gutter longer than anywhere else on the lot, because the gutter is where everything on the lot drains to, so the gutter is where the surface scales first. De-icer does the same thing to flat concrete. Chloride pulls water into the surface and runs more freeze and thaw cycles through it in a season than the weather would on its own. The mortar skin comes off in flakes and the aggregate stands proud. The approach at the street is a joint between two slabs that belong to different people. The street sits on a road section and a deep base; the drive sits on whatever was there. Frost gets under the shallower one first, the apron cracks along the gutter line, and that crack takes water into the base under both of them.

Yes. You get a written scope with the quantities and a fixed number, in the form the district needs to put in front of a board. Quantities are what let a board compare one number against another, so the scope lists them area by area rather than as a lump.
What counts as a trip hazard on a sidewalk?
The federal figure is a quarter of an inch. Under the 2010 ADA Standards, section 303.2, a vertical change in level up to a quarter inch is allowed as it is; section 303.3 says a change between a quarter inch and half an inch has to be beveled at no steeper than 1:2; and section 303.4 says anything over half an inch has to be ramped. That is the accessibility standard, and it is not the same thing as a city's repair criterion. Wisconsin cities work from Wis. Stat. 66.0907, which lets the city order a walk replaced when it is unsafe, defective or insufficient, and puts no inch figure on it at all. So a walk can be well inside the federal number and still get an order. Most people picture a trip hazard as something closer to an inch, and a quarter of an inch is where the federal standard starts asking for edge treatment.
Who is responsible for the sidewalk in front of a building?
In Wisconsin the abutting property owner is, and the procedure is the same in every city because they all work off one statute. Wis. Stat. 66.0907 lets the board of public works order a sidewalk that is unsafe, defective or insufficient to be repaired or replaced, and serves that order on the owner. Under 66.0907(3)(d), if the owner leaves it for 20 days after being served, the city may have the work done at the owner's expense. So the letter is not a suggestion and it has a date on it. Can a lifted sidewalk panel be leveled instead of replaced?
What we do is take the panel out and pour a new one. The panel gets cut at its existing joints, broken out full depth, the base under it repaired and compacted, and the new panel poured tight against the panels on either side. The reason the base matters is that a panel almost never lifts on its own. Water got under it, froze and pushed it up, or a root did. Whatever moved it is still under there, and it is the part you cannot see from the surface.
The plow broke the curb nose. Does the whole curb line have to come out?
No. Curb and gutter is replaced in sections, cut back to sound concrete on both sides of the damage, so a broken nose on an island does not mean the length of the lot. What is worth looking at while the section is open is the joint behind the curb. Once frost has tipped the curb face out of plumb, that joint is open, and the asphalt along the curb line is where the lot starts to go.
Do we need a permit for the approach at the street?
That is the city's call and every city in the Chippewa Valley has a rule about it, because the approach sits in the public right-of-way rather than on your property. In Eau Claire, ordinance 13.10.020 says nobody excavates or installs anything in a street, alley or public place without a permit from the engineering department first. Eau Claire also defines the piece itself, at 16.36.080(A)(1): the drive apron is the connection between a driveway and the traveled portion of the street, including any sidewalk area next to it. Under 16.36.080(C) it has to be concrete where the street has curb and gutter. Chippewa Falls and Altoona each require a permit for driveway work in the right-of-way too, and Chippewa Falls is strict about who the permit can be issued to. Ask the city before anybody cuts concrete in the right-of-way.
How long before new concrete takes traffic?

The Lots and Surfaces in New Richmond

New Richmond is a city of about 10,900 in St. Croix County, north of the interstate where Highway 64 running east and west meets Highway 65 running north and south through town as Knowles Avenue. It's 69 driving miles from Eau Claire, about an hour and fifteen, out I-94 and then north. Highway 64 is an expressway with at-grade intersections until 145th Street in the city and a two-lane surface road from there in, which is worth knowing if you're routing a truck. The New Richmond Business and Technical Park runs about 107 acres off Highway 65 on the south side, inside a tax increment district, with water, sewer, electric, natural gas and telecom in, rail under two miles off and the airport three. Syntegon builds packaging machinery at 155 West 3rd Street, a plant that has been through two owners before this one and employs more than 270 people. New Richmond Regional Airport has 123 privately owned hangars, more than any other airport in Wisconsin, better than 275 based aircraft, a jet center and roughly 35,000 to 40,000 operations a year.

The retail and institutional lots are on the two highways. West Richmond Way carries a Walmart Supercenter with a walk-in clinic inside the building, and South Knowles Avenue carries Northwood Technical College's New Richmond campus. Westfields Hospital and Clinic is a full medical campus on Hospital Road with an emergency department, primary and specialty clinics, a pharmacy, inpatient care and maternity. The school district has three elementary schools, a middle school and a high school on East Richmond Way with about 1,100 students, and a 2024 referendum paid for additions, renovations and site work across three of those buildings.
