It's the wrong answer when the base has failed, because an overlay follows the shape of what's underneath. Lay one over a surface that's cracked into squares and those cracks come through the new mat within two or three years, and the overlay only delayed the replacement. The city's development districts hold a machine shop, a warehouse built for Frito-Lay, a 24,000 square foot office and manufacturing building and an auto dealer, and the city has bought another 27 acres between Highway 53 and Highway 63 for what comes next.
