Minnesota's ban covers the sale as well as the use, so since 2014 nothing sold in the state for asphalt pavement is a coal tar sealer. We run an asphalt emulsion, Pitch Black. Sealcoating here is mostly the retail and clinic lots along East Point Douglas Road and the office side of the business park, because a truck court is a different question from a customer lot. Sealer protects the top of the asphalt, so anything failing underneath gets handled first.
Crack Filling and Sealing
The ground under Cottage Grove is Mississippi valley outwash, sand and gravel cut into flat terraces, and Minnesota's building rules set the frost footing depth at 42 inches in Washington County. On a truck lot the cracks that matter are in the wheel paths and at the dock approach, because that's where the load is and where the water gets pushed in. Wide cracks get routed to a clean face and hot rubber goes in at 400 degrees, so it grips the walls and moves with them. Cold pour on a lot that sees trailers lifts out in strips.
Asphalt Repair and Patching
There's a 253-acre logistics park here with about 3.4 million square feet of industrial building planned on it, a distribution center on 95th Street and the business park's rail-served sites. Truck-court pavement fails at the base rather than at the surface, because a loaded trailer parks, turns and lands its gear in the same square yard every day. So the repair goes saw-cut back to sound asphalt, the soft material dug out, the base rebuilt and compacted in lifts, hot mix rolled in flush and the perimeter joint sealed. Patching the top of a soft base on a truck lot buys a season at most.
The whole city sits inside the South Washington Watershed District, which reviews site plans against its own rules, last updated in 2022, and holds the city to the MS4 permit's nondegradation requirement. That puts the structures in a private lot inside a system somebody else has standards for. A basin whose frame has dropped takes the asphalt around it down a little further every winter, and an overlay just follows the failing grade back down. Rebuilt means the structure reset to grade, a new collar, and the asphalt saw-cut back and keyed in at the right pitch.
There are two kinds of lot here and they don't stripe alike. On East Point Douglas Road it's retail: ADA stalls and access aisles at the federal dimensions, fire lanes, and the crossings from the stalls to the doors. In the business park and the logistics park it's trailer stalls, truck routes and dock approaches, where the drive aisle feeding a row decides whether the row works at all. The public lots are the city's own campus on Ravine Parkway and the HERO Center on 85th Street. A trailer layout gets set out and chalked before any paint goes down.
Track and Athletic Surfaces
Park High School on 80th Street South is the South Washington County high school here, and it has an outdoor track that shows up as a meet venue plus tennis courts on site. The district runs about 19,360 students across 29 schools, so the buildings-and-grounds list it works through is long. Track and court work is a summer job, and the summer window is the one every district in the metro is trying to book. Lanes and exchange zones get measured rather than eyeballed, and anything that has opened up gets hot rubber at 400 degrees before a surface goes over it.
Dock aprons and trailer pads are the concrete work here, and they're where an industrial property's pavement is decided. Where a trailer's landing gear sets down, or where a truck's front axle stops at a compactor, that point load is what tears asphalt apart in a couple of seasons, so it gets poured instead. Commercial pours go down at 4,500 PSI with tied rebar. The asphalt around the pour gets tied back in as part of the same work.
The logistics park is 253 acres and nine buildings, about 3.4 million square feet, with direct access to Highway 61, I-494 and I-94, and Innovation Village is another 223 acres opened up along 61. There are 73 developable commercial acres left at Innovation Road as well. Pavement for that kind of use goes down on a base graded, compacted and drained to suit what will drive on it, because a lot built for cars and then used by trailers is a lot that fails early. New asphalt still waits six to twelve months for its first seal.
