Minnesota banned coal tar sealant statewide in 2014, and the reason is in the ponds: the state's own sediment study tied 67 percent of the PAHs in fifteen metro stormwater ponds back to coal tar sealcoat. Lake Elmo drains through the Valley Branch Watershed District and the city's stormwater plan adopts the district's standards, so that history is close to home here. The lots are small and scattered, the frontage buildings on Hudson Boulevard, the medical center, the storage center and the village row on Lake Elmo Avenue, so each one gets walked and measured on its own.
Crack Filling and Sealing
Most of the commercial pavement out here is young, and a young lot is the cheapest one to keep closed up. Cracks show first at the joints and the edges, where the mat was tied in and where the base has the least support under it. Wide ones get routed to a clean face and hot rubber goes in at 400 degrees so it bonds to the walls and stays flexible. MnDOT's frost and thaw readings for Washington County are what set the spring load limits, and the same frost is what opens the crack.
Asphalt Repair and Patching
The city is putting in new wells, connecting homes to city water and designing a treatment plant under the PFAS settlement, and utility work like that leaves trenched pavement to put back. A trench patch lives or dies at the seam: saw-cut back to sound asphalt, base rebuilt and compacted in lifts, hot mix rolled in flush and the joint sealed. The other repair out here is the storage and frontage kind of lot, where vehicles stand on the same square yard for months at a time. Where a standing load has pushed the surface down, the fix goes back to the base rather than over the top of it.
Lake Elmo holds an MPCA municipal stormwater permit with a SWPPP, and the city's stormwater plan runs on Valley Branch Watershed District standards, with the district running its own permitting for stormwater and wetland work. A basin in your lot is part of that system whether or not anyone has looked at it lately. The sign of a structure that's gone is the asphalt breaking up in a ring around the grate, not the grate itself. Rebuilt means the structure reset to grade, a new collar and the asphalt saw-cut back and keyed in at the right pitch.
The lots here are small enough that the layout decides how many stalls the property actually gets, because the drive aisle takes its width first. Bridgewater Village platted a bank and a preschool on Upper 40th Street, and on a lot that size the aisle and the entrance decide whether the stall count on the plan is real. ADA stalls and access aisles go in at the federal dimensions, and on a small lot the accessible route from the stall to the door is the part that gets missed. On a lot this size the whole layout gets chalked out and walked before any paint goes down.
Track and Athletic Surfaces
Lake Elmo has Lake Elmo Elementary and Oak-Land Middle School inside the city, and Oak-Land has an approved expansion on Manning Avenue. There's no high school here: the city is split between three districts, 622, 832 and 834, and ISD 834's high school is over in Oak Park Heights. So the athletic pavement in Lake Elmo is elementary and middle school work, hard-surface play courts rather than a competition track. Court work is a summer job and the surface gets measured and laid out rather than eyeballed.
Aprons and pads at the frontage buildings and the storage center, curb and gutter going in with the new commercial subdivisions off Inwood. Where a vehicle stands, turns or lands its weight in the same place every day, concrete is the right material and asphalt isn't. Commercial pours go down at 4,500 PSI with tied rebar, and the asphalt around the pour gets tied back in as part of the same work.
Inwood Commercial has five commercial lots for sale, Lake Elmo Business Park is offered as build-to-suit or land on the I-94 frontage, and the city projects more than 21,000 people by 2040. A new lot goes down on a base graded, compacted and drained first, because the base decides how long the surface lasts. New asphalt then waits six to twelve months for its first seal while the mix cures. Where an existing lot is failing, whether it takes an overlay or a tear-out is a question about the base, not about how the surface looks.
