Working in Tomah

Tomah's excavation permit covers the sidewalk and the curb and gutter, not just the street, and it comes from the Director of Public Works and Utilities or the Building Inspector. The city sets a floor on how the concrete goes back in: six inches of concrete over six inches of three-quarter-inch crushed aggregate, or match what was there, whichever is more. Past nine square feet the city does the right-of-way restoration itself and bills the permit holder for it. Approval can take ten business days, the permit runs three months from the date it's approved, and there's an added charge for opening ground between November 1 and April 15. The big campuses are the VA Medical Center on 174 acres off East Veterans Street and Western Technical College on East Milwaukee Street, with the retail out on West McCoy Boulevard.

How concrete fails in a Wisconsin winter

Four things take concrete apart here, and each one goes after a different part of a property. A sidewalk panel sits on saturated ground or over a root. The water under it freezes, expands and lifts the panel. In spring the ground thaws and settles, and the panel does not go all the way back down with it, so what was flush in October is a lip in April. Then a plow blade catches that lip every storm for five months and breaks the leading edge off it. A curb takes the plow head on. The blade rides up the gutter, catches the curb face and takes the nose off in chunks. Salted slush sits in the gutter longer than anywhere else on the lot, because the gutter is where everything on the lot drains to, so the gutter is where the surface scales first. De-icer does the same thing to flat concrete. Chloride pulls water into the surface and runs more freeze and thaw cycles through it in a season than the weather would on its own. The mortar skin comes off in flakes and the aggregate stands proud. The approach at the street is a joint between two slabs that belong to different people. The street sits on a road section and a deep base; the drive sits on whatever was there. Frost gets under the shallower one first, the apron cracks along the gutter line, and that crack takes water into the base under both of them.

What Decides the Price in Tomah

Concrete repair is measured in a different unit for every part of a property, so the bands below are the units this work is priced in rather than sizes of job. What sets the number in each one is how much has to come out and what is found under it.

Sidewalk panels and entrance walks

Per panel

Measured on site

  • Whole panels cut at the existing joints, not a piece out of the middle
  • Poured back flush with the panels on either side of it

Curb and gutter

Per linear foot

Measured on site

  • Broken curb face and gutter replaced in sections
  • Radius work formed to the island instead of run straight

Driveway approaches and entrance aprons

Per approach

Measured on site

  • The apron from the lot or the drive out to the gutter line
  • Concrete where the street already has curb and gutter

Pads and slabs

Per section

Measured on site

  • One failed section out at its joints, the sound concrete around it left alone
  • The base under it repaired before anything goes back

Catch basin collars

Per structure

Measured on site

  • The concrete ring around a storm grate, poured back to grade
  • Sized to spread the load off the structure and onto the subgrade

What moves it: how many panels or feet come out, how deep the base repair goes under them, whether the section carries vehicles or only feet, what a concrete truck can reach, and how much asphalt has to be tied back in at the edge. Breaking the old concrete out and hauling it away is its own line on the estimate.

How We Do Concrete Repair in Tomah

Saw cut, removal, base repair, forms and steel, the pour, and the joint at the edge.

Walk it and mark what comes out

Concrete moves at its joints, so the repair is decided in whole panels and whole sections. We mark what has failed and what the failed piece is sitting on, and you see the line before anything gets cut.

Saw cut at the joints

A clean vertical cut on an existing joint, full depth. Breaking concrete out on a ragged line leaves the next slab with no edge to bear against, which is where the repair opens up first.

Break it out and haul it away

The old concrete comes out full depth and goes on the truck. What is under it is usually the reason it failed, and it is not visible until then.

Repair and compact the base

Wet or washed-out material taken out, replaced and compacted. Concrete poured on soft ground cracks on a schedule set by the ground rather than by the concrete, and a panel replaced without touching the base lifts again.

Form against what stays

Formed to grade so water runs where it ran before, and poured tight against the concrete on either side. Radius forms on curb work, rebar tied in where it carries vehicles.

Pour, finish and seal the joint

Placed, screeded, floated and broom finished to match what it sits against. Where the repair meets asphalt, the asphalt gets cut tight to the new edge, compacted, and the joint sealed.

Questions We Get in Tomah

What Tomah calls us about, answered straight.

More questions answered
How far southeast do you come?
Tomah is about 81 miles from Eau Claire, an hour and fifteen minutes down I-94 and then west on I-90, and for commercial lots we come. Send the address and what the lot needs and we'll set up a time to walk it. The estimate is free.
What counts as a trip hazard on a sidewalk?
The federal figure is a quarter of an inch. Under the 2010 ADA Standards, section 303.2, a vertical change in level up to a quarter inch is allowed as it is; section 303.3 says a change between a quarter inch and half an inch has to be beveled at no steeper than 1:2; and section 303.4 says anything over half an inch has to be ramped. That is the accessibility standard, and it is not the same thing as a city's repair criterion. Wisconsin cities work from Wis. Stat. 66.0907, which lets the city order a walk replaced when it is unsafe, defective or insufficient, and puts no inch figure on it at all. So a walk can be well inside the federal number and still get an order. Most people picture a trip hazard as something closer to an inch, and a quarter of an inch is where the federal standard starts asking for edge treatment.
Who is responsible for the sidewalk in front of a building?
In Wisconsin the abutting property owner is, and the procedure is the same in every city because they all work off one statute. Wis. Stat. 66.0907 lets the board of public works order a sidewalk that is unsafe, defective or insufficient to be repaired or replaced, and serves that order on the owner. Under 66.0907(3)(d), if the owner leaves it for 20 days after being served, the city may have the work done at the owner's expense. So the letter is not a suggestion and it has a date on it. If you have one, send us a photo of the walk and tell us the date on the order.
Can a lifted sidewalk panel be leveled instead of replaced?
What we do is take the panel out and pour a new one. The panel gets cut at its existing joints, broken out full depth, the base under it repaired and compacted, and the new panel poured tight against the panels on either side. The reason the base matters is that a panel almost never lifts on its own. Water got under it, froze and pushed it up, or a root did. Whatever moved it is still under there, and it is the part you cannot see from the surface.
The plow broke the curb nose. Does the whole curb line have to come out?
No. Curb and gutter is replaced in sections, cut back to sound concrete on both sides of the damage, so a broken nose on an island does not mean the length of the lot. What is worth looking at while the section is open is the joint behind the curb. Once frost has tipped the curb face out of plumb, that joint is open, and the asphalt along the curb line is where the lot starts to go.
Do we need a permit for the approach at the street?
That is the city's call and every city in the Chippewa Valley has a rule about it, because the approach sits in the public right-of-way rather than on your property. In Eau Claire, ordinance 13.10.020 says nobody excavates or installs anything in a street, alley or public place without a permit from the engineering department first. Eau Claire also defines the piece itself, at 16.36.080(A)(1): the drive apron is the connection between a driveway and the traveled portion of the street, including any sidewalk area next to it. Under 16.36.080(C) it has to be concrete where the street has curb and gutter. Chippewa Falls and Altoona each require a permit for driveway work in the right-of-way too, and Chippewa Falls is strict about who the permit can be issued to. Ask the city before anybody cuts concrete in the right-of-way.
How long before new concrete takes traffic?
It depends on the mix, and that is worth asking about on any pour. Foot traffic comes back first and heavy trucks last. The full set of cure windows, and the 4,500 PSI exterior mix that shortens them, is on the concrete page.

The Lots and Surfaces in Tomah

Tomah is in Monroe County, a city of about 9,600 at the point where I-90 and I-94 divide, and that split is most of the reason the town looks the way it does. It's 81 miles from Eau Claire, about an hour and fifteen minutes, and 40 miles east of La Crosse. Exit 43 off I-90 is US 12 and Highway 16, and Highways 21 and 131 come through as well.

Freight is why the lots here are big. The city names Cardinal IG and Cardinal TG, Toro, Exopack, USEMCO, Meca Sportswear, Mars Pet Care and a Walmart distribution center among its employers, along with local and statewide trucking firms, and says outright that distribution companies locate in Tomah because the two interstates divide there. Ocean Spray's plant runs three lines and turns out 31 million pounds of sweetened dried cranberries and concentrate a year. Monroe County lists three business properties in the city, I-90 Corridor Land, Meadows Park and Forward Tomah Land, most of them inside tax increment districts.

The largest single campus is the Tomah VA Medical Center on East Veterans Street, 174 acres and 266 beds serving veterans across 16 counties in Wisconsin and Minnesota. Tomah Health, Gundersen and a Mayo clinic are also in town, the Walmart Supercenter is on West McCoy Boulevard a minute off the interstate, and the school district runs eight elementary schools, a middle school and the high school on Lincoln Avenue. Western Technical College has a campus on East Milwaukee Street, and Tomah sits between Fort McCoy and Volk Field.
