Working in Strum
Strum's commercial sidewalk specification is a different walk from its residential one. A walk in front of a commercial or industrial building is at least eight feet wide and five inches thick, and seven inches where it crosses a driveway approach, against five feet and four inches on a house. Anybody laying, removing, replacing or repairing a public walk in the village needs a permit from the Village Board at least seven days ahead, and the village charges nothing for it. The pour has weather written into it: no concrete goes down when the temperature may be expected to fall below 35 degrees in any 72-hour period or onto frozen subgrade, and the finished walk stays off traffic for 48 hours, or 96 in cold weather. Once the village has permanently improved or repaved a street, no permit to open it is issued for five years short of an emergency, which is worth knowing before a utility run or an entrance gets moved. The school campus and the businesses along Highway 10 front a state trunk highway, so an approach onto it is permitted by the state under Wis. Stat. 86.07(2)(a) and Trans 231, and Trans 231.01(4) says that permit does not override the village's own stricter rules.
How concrete fails in a Wisconsin winter
Four things take concrete apart here, and each one goes after a different part of a property. A sidewalk panel sits on saturated ground or over a root. The water under it freezes, expands and lifts the panel. In spring the ground thaws and settles, and the panel does not go all the way back down with it, so what was flush in October is a lip in April. Then a plow blade catches that lip every storm for five months and breaks the leading edge off it. A curb takes the plow head on. The blade rides up the gutter, catches the curb face and takes the nose off in chunks. Salted slush sits in the gutter longer than anywhere else on the lot, because the gutter is where everything on the lot drains to, so the gutter is where the surface scales first. De-icer does the same thing to flat concrete. Chloride pulls water into the surface and runs more freeze and thaw cycles through it in a season than the weather would on its own. The mortar skin comes off in flakes and the aggregate stands proud. The approach at the street is a joint between two slabs that belong to different people. The street sits on a road section and a deep base; the drive sits on whatever was there. Frost gets under the shallower one first, the apron cracks along the gutter line, and that crack takes water into the base under both of them.

The largest single parking demand in the village is the school campus on Highway 10. Eleva-Strum consolidated into one building here, so elementary, middle and high all share one site, and any work on it happens inside the summer window or not at all.
